It supports to enable frozen string literal and add `--norc` option for
disable to `.gemrc` configuration.

Compatibly renamed Gem::DependencyResolver to Gem::Resolver.
Added support for git gems in gem.deps.rb and Gemfile.

platform-dependent tests.
