Koichi Sasada eaa011ffdb Change requirements of BASERUBY.
"BASERUBY: Ruby 1.9.3" test on Travis-CI checks builds on Ruby 1.9.3.
However this version is too old and 46acd0075d requires Ruby 2.2 and
later.
