r37439: * lib/rexml/xmldecl.rb (REXML::XMLDecl): Stop using REXML::Encoding module because XMLDecl doesn't convert encoding. This causes removing XML encoding name normalization (encoding.upcase). Encoding name in XML declaration is what user specifies.
