6d336502c7 Clean up and tweak ESLint rules.

88c9a1609c Fix ESLint docs errors. (#23163) 
Ignore ESLint error in ie-emulation-modes-warning.js.

Although the error is valid, enough time has been spent on old IE's problems, so just ignore it.
