Use persistent Redis cluster for Workhorse pub/sub notifications Previously, in Omnibus, Workhorse expected to listen via the Redis shared state cluster for the `workhorse:notifications` publish/subscribe channel, but the Rails code was using the Sidekiq queue cluster for this.
