David Wilkins 467a411e88 Convert RestClient to Gitlab::HTTP for Prometheus Monitor 
- Closes #60024

- Change PrometheusClient.new to accept a base url instead of an
  already created RestClient

- Use Gitlab::HTTP in PrometheusClient instead of creating RestClient
  in PrometheusService

- Move http_options from PrometheusService to
  PrometheusClient (follow_redirects: false)

- ensure that base urls don't have the trailing slash

- Created a `PrometheusClient#url` method that might not be strictly
  required

- Change rescued exceptions from RestClient::* to
  HTTParty::ResponseError where possible and StandardError for the
  rest

Kernel is included into Object. I guess top level constants are loaded
into Object and not the Kernel module.

Thong Kuah 480d57d2f7 Do not inherit when calling const_get 
Otherwise we will get really confusing behavior in development
environment (where eager_load is false) where it attempts to load
`Prometheus::Queries::EnvironmentQuery` when query_class_name is
`Gitlab::Prometheus::Queries::EnvironmentQuery`, the `Prometheus` module
is loaded from a gem but not anything in `Gitlab::Prometheus`.

syasonik ab1e1b55a8 Specify time window for additional metrics api 
Adds support for start and end parameters in the #additional_metrics
endpoint of the EnvironmentsController. start and end are meant to be
unix timestamps, per the Prometheus API (as the consumer of this
endpoint will eventually be transitioned to a prometheus endpoint).
This functionality is behind the :metrics_time_window feature flag
for development.
