This whitelists all existing offenses for the various CodeReuse cops, of
which most are triggered by the CodeReuse/ActiveRecord cop.

Show a more helpful error for import status
...
Importing a project from GitHub for a project namespace that already exists
would show an unhelpful error, "An error occurred while importing project."
We now add the base message from Projects::CreateService when this fails.

Redirect to a default path if HTTP_REFERER is not set
...
Safari 9.0 does not yet honor the HTML5 `origin-when-cross-origin` mode,
and it's possible load balancers/proxies strip the HTTP_REFERER from
the request header. In these cases, default to some default path.

Show incompatible projects in Google Code import status
...
Importing a JSON file with only one Subversion project lead to confusion
over whether the system was working. Provide status why these projects
could not be imported directly.
