Enable RuboCop for migrations
...
Migrations shouldn't fail RuboCop checks - especially lint checks, such
as the nested method check. To avoid changing code in existing
migrations, add the magic comment to the top of each of them to skip
that file.

Fix ci_projects migration by using the value only from latest row [ci skip]
...
This is needed, because for some projects we have duplicate ci_projects.
This was introduced by lack of DB uniqueness on ci_projects.gitlab_id.
