Dan Walsh a2b529ead2 --help option and help command should print to stdout not stderr
--help and help are successful commands so output should not go to error.

    QE teams have requested this change, also users doing docker help | less
    or docker run --help | less would expect this to work.

    Usage statement should only be printed when the user asks for it.
    Errors should print error message and then suggest the docker COMMAND --help
    command to see usage information.

    The current behaviour causes the user to have to search for the error message
    and sometimes scrolls right off the screen.  For example a error on a
    "docker run" command is very difficult to diagnose.

    Finally erros should always exit with a non 0 exit code, if the user
    makes a CLI error.

docker-logs - Fetch the logs of a container
# SYNOPSIS
**docker logs**
[**-f**|**--follow**[=*false*]]
[**--help**]
[**-t**|**--timestamps**[=*false*]]
[**--tail**[=*"all"*]]
CONTAINER
# DESCRIPTION
The **docker logs** command batch-retrieves whatever logs are present for
a container at the time of execution. This does not guarantee execution
order when combined with a docker run (i.e. your run may not have generated
any logs at the time you execute docker logs).
The **docker logs --follow** command combines commands **docker logs** and
**docker attach**. It will first return all logs from the beginning and
then continue streaming new output from the containers stdout and stderr.
# OPTIONS
**--help**
Print usage statement
**-f**, **--follow**=*true*|*false*
Follow log output. The default is *false*.
**-t**, **--timestamps**=*true*|*false*
Show timestamps. The default is *false*.
**--tail**="all"
Output the specified number of lines at the end of logs (defaults to all logs)
