Tonis Tiigi 3d86b0c79b Implement content addressability for plugins
Move plugins to shared distribution stack with images.

Create immutable plugin config that matches schema2 requirements.

Ensure data being pushed is same as pulled/created.

Store distribution artifacts in a blobstore.

Run init layer setup for every plugin start.

Fix breakouts from unsafe file accesses.

Add support for `docker plugin install --alias`

Uses normalized references for default names to avoid collisions when using default hosts/tags.

Some refactoring of the plugin manager to support the change, like removing the singleton manager and adding manager config struct.

# plugin create

Usage: docker plugin create [OPTIONS] PLUGIN PLUGIN-DATA-DIR
Create a plugin from a rootfs and configuration. Plugin data directory must contain config.json and rootfs directory.
Options:
--compress Compress the context using gzip
--help Print usage
```
Creates a plugin. Before creating the plugin, prepare the plugin's root filesystem as well as
[the config.json](../../extend/config.md)
The following example shows how to create a sample `plugin`.
```bash
$ ls -ls /home/pluginDir
4 -rw-r--r-- 1 root root 431 Nov 7 01:40 config.json
0 drwxr-xr-x 19 root root 420 Nov 7 01:40 rootfs
$ docker plugin create plugin /home/pluginDir
plugin
NAME TAG DESCRIPTION ENABLED
plugin latest A sample plugin for Docker true
```
The plugin can subsequently be enabled for local use or pushed to the public registry.
