Alex Ghiculescu 9d9969f815 Fix the turbolinks npm -> github reference
Bug in https://github.com/rails/rails/pull/42263

You can replicate this by doing `rails new --main` with that PR.

This now uses the correct github reference, per the [npm docs](https://docs.npmjs.com/cli/v7/configuring-npm/package-json#github-urls).

= Railties -- Gluing the Engine to the Rails

Railties is responsible for gluing all frameworks together. Overall, it:

* handles the bootstrapping process for a Rails application;

* manages the +rails+ command line interface;

* and provides the Rails generators core.
